Summary:

 

Healthcare Program Specialist:

 

This position is within the Division of Program Development and Management, Bureau of Specialized Services for Children (BSSC). The candidate must have excellent communication, analytical and organizational skills; and be able to effectively communicate verbally and in writing with internal and external stakeholders regarding services for children with special needs. The candidate must also possess the ability to interpret policy and develop guidance for stakeholders. This position will provide administrative assistance to BSSC, as well as work collaboratively with two other units. The candidate must be comfortable using management information system; have proficiency with standard office technology (such as Microsoft Office Suite, Excel, TEAMS, etc.); be self-motivated; work independently and collaboratively with co-workers in a fast-paced environment; and prioritize and handle multiple assignments. Preferred candidates will have knowledge of children’s services and experience in a healthcare field, preferably Medicaid and Medicaid services.

 

  1. Assist the supervisor and staff in the Office of Health Insurance Programs (OHIP), Division of Program Development and Management in a broad range of planning, implementation, evaluation, and reporting activities.

 

  1. Become knowledgeable and gain understanding of the Health Home Serving Children (HHSC) program and Home and Community Based Services (HCBS) Children’s Waiver to determine changes and or enhancements to the services and programs.

 

  1. Use and become proficient in various management information systems/applications to research member and provider information, manage capacity, facilitate transfers, and onboard new providers (such as: eMedNY, Capacity Management, Service Tracker, Medicaid Analytics Performance Portal Health Home Tracking system (MAPP HHTS), Universal Application System (UAS) and the Incident Reporting and Management System (IRAMS).

 

  1. Assist with system enhancements by providing program knowledge and understanding for the CANS-NY, Capacity Management, Service Tracker, and MAPP HHTS, UAS and IRAMS and conduct user acceptance testing (UAT).

 

  1. Assist in implementing and managing automated processes. Assist in evaluating and monitoring program compliance. Analyze data, prepare data requests and reports. Summarize and present trends and performance metrics.

 

  1. Assist in handling routine member and stakeholder inquiries and provide technical assistance related to the specific program area assigned. Assist with reviewing and developing and/or revising provider manuals and training materials.

 

  1. Research and evaluate implementation strategies for the services. Present solution-focused information and ideas regarding program services to the team and supervisor.

 

  1. Collaborate and work with staff, contractors, and state partners on projects regarding various program aspects of Children Services of the Health Homes and HCBS program as well as State Plan Services.

 

  1. Provide administrative assistance including, but not limited to, providing phone coverage, prepare correspondence, proofread documents, schedule webinars/Webex with providers and stakeholder meetings, send out listserv announcements, assist with preparing reports.

 

  1. Other activities as may be deemed necessary in response to the changing needs of OHIP. 

 

 

 

Basic Qualifications:

  • Bachelor’s degree
